As Vice President of Development, Penn manages the Wishrock development pipeline. This includes tracking application and project deadlines as well as managing his own portfolio of properties in various stages of development. He works with the company President to structure and prioritize deal flow and focuses on strategic initiatives that are identified by the company’s Executive team.
In addition to these leadership functions, Penn leads project teams from contract to closing on direct investment deals and LIHTC acquisitions. Penn also manages the construction process for LIHTC executions which involve rehabilitation, working closely with financing partners, the contracting team, architects, engineers, municipal agencies, and community members.
Over the last nine years, Penn has been involved in the acquisition and rehabilitation of ten multifamily properties with over 1,400 units that have been financed using various combinations of LIHTC equity, ARRA funds, Fannie Mae loan products and HUD-insured loan products.
Penn has worked in real estate development for the past fifteen years. Prior to joining Wishrock, Penn worked with New Boston Ventures, which is one of Boston’s most active residential real estate developers and boasts of impressive success in both affordable and market rate housing, with a special focus on the preservation and adaptive reuse of historic structures.
Penn earned a B.A. from the University of Pennsylvania and an MBA from the UCLA Anderson School of Management.
